UAE 5-Year Multiple Entry Visa: Who Is Eligible and Who Is Not?

Send your application back three times with something missing and it's rejected. Permanently.
Not returned again for another try, not held while you fix it. Closed.
There's a second rule that catches people the same way. If your file comes back for corrections and you don't complete it within 30 days, the application is refused automatically.
And if you ask why you were turned down, the authority is entitled not to tell you.
None of which means this visa is hard to qualify for. Nationality isn't a barrier, no employer or relative needs to sponsor you, and the criteria are short. But the process is unforgiving of sloppiness, and most refusals happen for reasons that had nothing to do with whether the applicant deserved the visa.
So here's who qualifies, who doesn't, and where applications quietly fall apart.
The short answer
If you hold a valid passport, can show USD 4,000 sitting in your account across the last six months, and have no immigration history working against you, you're very likely eligible.
The money test is what filters most people out. Not their passport.
Who is eligible?
Nationality is not the filter
This surprises applicants who assume long-validity visas are reserved for a shortlist of countries. The permit is open to applicants of all nationalities.
A handful of nationalities are asked for one extra document. Applicants from Iraq, Iran, Pakistan and Afghanistan must supply a national identity document alongside the standard set.
There's also no employer, hotel or local guarantor involved. The visa is issued on self-sponsorship, which is what separates it from most UAE entry permits.
The conditions every applicant must meet
Six things, and all of them are checkable before you apply:
1. A passport valid for at least six months.
2. A recent passport-size photograph meeting UAE specifications.
3. A bank statement showing a balance of USD 4,000, or the equivalent in another currency, maintained across the six months before you apply.
4. A confirmed return or onward ticket.
5. Health insurance valid inside the UAE, with a validity period of 180 days per ICP's requirement.
6. Proof of where you'll be staying during your visit.
Meet all six and there is no further eligibility hurdle. There's no interview, no minimum income, no employment test and no requirement to have visited the UAE before.
Children and families
Children under 18 can be included on a family application rather than applying independently.
Worth budgeting carefully here. Each applicant carries their own fees, including the AED 3,000 financial guarantee, so a family of four is committing roughly four times the individual figure upfront.
Who is not eligible, and who gets refused
The authorities don't publish an exhaustive list of who is barred, which is worth saying plainly rather than pretending otherwise. What they do publish is the criteria, and most refusals trace back to one of the following.
The bank balance is where most applications die
USD 4,000 is roughly ₹3.79 lakh at current rates, which is manageable for a lot of applicants. The problem isn't the amount. It's the word maintained.
The balance has to have been in the account across the full six months before you apply. A statement showing a large deposit landing three weeks before submission does not satisfy the condition, and it's a pattern reviewers see constantly.
If your account doesn't yet have six clean months behind it, you are not eligible today. You may well be in four months. That distinction is worth more than a rushed application.
Passport validity
Under six months of validity remaining and the application fails on a technicality. Check the expiry date before anything else, because renewing a passport takes longer than fixing any other item on the list.
Immigration history
An existing entry ban, an unresolved overstay or a prior violation of UAE visa conditions works against you, and in some cases prevents entry regardless of what visa you hold.
This visa carries a specific consequence attached to conduct. The AED 3,000 you pay is a financial guarantee, and GDRFA states that in the event of a violation, fines are collected at the departure port and the security amount is forfeited. Your immigration record isn't just about getting approved. It's about keeping your deposit.
The two administrative refusals nobody warns you about
These have nothing to do with your eligibility and everything to do with paperwork discipline.
• If your application is returned for missing information and you don't complete it within 30 days of that return, it is rejected automatically.
• If the application is sent back three times because information or documents are incomplete, it is rejected outright.
Both rules punish exactly the same behaviour: submitting before your file is ready and treating the corrections as something to get to later. A single careful submission is worth more than three quick ones.

If you're rejected
You'll usually be told why. The rule is that they give the reason when the conditions aren't satisfied, but the authority reserves the right not to disclose it in some cases.
That makes reapplying blind a poor strategy. If you don't know what failed, filing the same documents again tends to produce the same result, and a second refusal on your record makes the third attempt harder still.
Fix the identifiable weakness first. In most cases that means waiting until your bank statement genuinely covers six months, renewing a passport, or clearing an outstanding immigration matter before you go near the portal again.

• Can I produce a bank-stamped or digitally verified statement covering that full period?
• Do I have a confirmed return ticket and somewhere to stay?
• Is my health insurance valid inside the UAE for 180 days?
• Is my name spelled identically across every document?
• Do I have any unresolved UAE immigration issue, ban or overstay?
Once issued, the permit is valid for 60 days and you must enter within that window. Apply when a trip is actually in view.

Are Indians eligible for the UAE 5-year visa?
Yes. The visa is open to all nationalities, and Indian applicants qualify on the same six criteria as everyone else.
Do I need a sponsor or a UAE host?
No. Self-sponsorship is the defining feature of this visa.
