UAE Golden Visa for Entrepreneurs & Business Owners: Eligibility Guide

Five years or ten, for the same founder and the same business.
The federal entrepreneur route grants a five-year Golden Visa. Abu Dhabi's entrepreneur pathway is published at ten. Same person, same company, double the residency, decided by where the application goes.
Most founders never learn that, because they read one guide, meet one threshold and apply through whichever channel came up first. Here are the routes, what each one actually asks for, and how to tell which one you fit.
The federal route: five years
Built around a project you've already proven, and renewable while you continue to meet the conditions.
The AED 500,000 project
The federal definition, traceable to the 2018 Cabinet decree that created the scheme, covers entrepreneurs who have previously implemented a successful project with a minimum value of AED 500,000.
Note the word previously. This route rewards something you've built, not something you're planning.
The auditor letter
The project value has to be confirmed by a licensed UAE auditor, in a letter based on audited financial statements, capital injection records or an asset-based valuation.
Two things founders get wrong here. The auditor must be UAE-licensed, and the project and applicant names must match across every document in the file. A valuation from your accountant back home doesn't substitute.
The endorsement you can't write yourself
Alongside the valuation, you'll need either an approval letter from the competent authority in your emirate confirming the project is technical or future-oriented in nature, or an approval letter from an accredited business incubator in the UAE.
In practice that means engaging with the recognised programmes, AREA 2071 in Dubai and HUB71 in Abu Dhabi among them, before you have an application at all. This is the step that takes months, and the one most founders start last.

The Abu Dhabi route: ten years
Published by Abu Dhabi's Department of Economic Development at ten years, with three separate ways to qualify.
• A pioneering concept, approved. Owner or partner in a project whose concept has been approved by an accredited incubator, the Ministry of Economy, ICP or a competent local authority.
• An established business. Owner or partner in a pioneering project within approved sectors, with annual revenue of no less than AED 1,000,000.
• A previous exit. Founder of an earlier project or projects sold for a combined value of no less than AED 7,000,000.
That middle option matters. If you already run a trading business turning over a million dirhams a year, you may qualify on revenue rather than on incubator approval, which is a completely different and often faster proposition.
What the file contains
Abu Dhabi's published list includes a trade licence, audited financial statements covering the past two years for established businesses, a business concept overview or company profile, the incubator nomination or acceptance letter where relevant, proof of a previous sale value where you're claiming an exit, and the LinkedIn profiles of the founders.
That last item surprises people. The authority looks at your public professional record, so it's worth making sure it reflects the business you're describing.
The exit route
Worth calling out separately, because founders who've sold a company often assume the Golden Visa is aimed at people still building.
A previous venture, or several combined, sold for a total of not less than AED 7,000,000 can qualify you, subject to the authority endorsing both the transaction and your role in it.
If you've had a successful exit anywhere, this is likely your shortest path.

• Holding significant company capital rather than a startup look at the investor category instead, which carries ten years federally.
The mistake that costs founders years
Applying on the first route you read about.
The routes carry different durations, different evidence and different processing realities, and they aren't ranked by difficulty in any obvious way. A founder who qualifies three ways should choose deliberately. A founder who qualifies one way needs to know which one before spending months assembling the wrong file.
